DAVAO CITY – The Special Development Fund – Project Management Office (SDF-PMO) conducted the Bangsamoro Rebuilding, Rehabilitation, and Development (BRRD) roadmap Monitoring and Evaluation (M&E) workshop on September 26-29, 2023, at Park Inn by Radisson Hotel and SMX Convention Hall, Davao City.
The focal persons and representatives from various BARMM ministries, offices, and agencies (MOAs) participated to finalize the multi-year investment program and M&E framework of the BRRD roadmap 2023-2029. The four-day activity was facilitated by SDF-PMO consultants and resource persons Mr. Assad L.A. Baunto and Ms. Ma. Victoria Z. Maglana.
The roadmap seeks to provide strategic direction or guidance to the BARMM regional government in order to implement initiatives and policies supported by the SDF through the BMOAs. It covers the years 2023 to 2029.
In his opening message, Engr. Kadil A. Sulaik, Jr., Director of BPDA-RDSPB and Deputy Manager on Operations of SDF-PMO, stressed the purpose of the M&E framework.
“A vital element of the BRRDP document is the design of the monitoring and evaluation (M&E) framework. This will be an essential tool for determining if a project or program is on track and meeting its goals,” he said.
The M&E framework will also guide BRRDP planners and implementers to measure progress toward reaching the goals and objectives indicated in the BRRDP strategic framework and correct program implementation if any deviations from the targets occur.
Ms. Melanie M. Indar, Director I of BPDA-PPB and Deputy Project Manager on Planning and Coordination of SDF-PMO, expressed her gratitude to the BMOAs for supporting the series of activities conducted for the formulation of the BRRD roadmap.
“Sa panig po ng SDF-PMO kami ay nagpapasalamat sa inyong tyaga, sa inyong oras at sa magagandang inputs na naibahagi nyo po sa series of workshops na naconduct po natin,” she said.
Moreover, the SDF-Technical Working Group (TWG) is tasked to review and evaluate SDF programs, projects, and activities (SDF-PPAs) for possible funding under the SDF. On the other hand, the SDF-PMO is mandated to ensure that the SDF-supported PPAs and their implementation are consistent with the identified development priorities, plans, and specifications in the Bangsamoro Development Plan (BDP). It shall ensure the judicious utilization of public funds for public purposes to satisfy the common good.
